During pre-production, the coders may have very little to do. During pre-production you may waste money on people who don’t yet know what to do.
During production, you will never have a perfect game, they will always want to add something. Or something goes wrong. The most pressure and work comes around the end of the project.
A way to solve this, is to have the most of the workforce working on the game, while only a few will be doing pre-production. When the main workforce is done, they can start right into production prepared by the pre-production group. Wasting no time.
